Urban Professional Competency Development Framework
Extension professionals receive professional development training through a variety of platforms including their state Extension unit, professional associations, collaborative networks, professional journals, and other formal and informal learning environments. Despite existing professional development opportunities, new and seasoned Extension professionals can be challenged in navigating complex urban settings where greater diversity, complexity, density, and scale require contextual perspective and a collection of skills beyond disciplinary expertise.
Throughout her fellowship, Julie conducted applied research related to Extension organizational models and professional development beginning with the following research question:
“What competencies are unique for Extension professionals working in urban or metropolitan designated areas?”
Her research methods included a Competency Framework Development (CFD) process based on the DACUUM model; qualitative survey research; and qualitative inquiry through targeted interviews. The research also included a review of existing literature and practice as a foundation from which to initiate the CFD.
A Competency Framework Development (CFD) project was completed with eXtension, Eduworks, and research participants from all of ECOP’s geographic regions. Although the project focused on an urban Extension county director, the framework can be used for additional classifications of urban Extension personnel. The competency model is a powerful decision-making tool for developing the capacity and competency of urban Extension educators, specialists, and administrators working with multi-stakeholder agendas.Extension leaders can use the findings from Julie’s fellowship to improve Extension’s ability to attract, develop, retain, and structure competent talent.
